Birth Certificate NON-AVAILABILITY cert

Sorry for posting on this board as I think people here know more about BC nonavailability certificate than anyone else.
I are planning to bring my in-laws sometime in June this year. My wife and I are both green card holders. I read on BOM consulate website that they require child’s original BC for B2 visa processing.My wife doesn't have original birth certificate , however she does have a NON-AVAILABILITY CERTIFICATE from the Ooty muncipality where she was born. I have my original B certificate with me. Does Bombay consulate accept non availability cert instead of original BC for my wife. I am the sponsor in this case and in laws are going to Bom consulate cos they are settled in Pune now. any experience ?

NOTE: California INS accepts NON-AVAILABILITY certificates for GC’s and my wifes cert is with CA INS and we already have our green cards. We only have copy of it.
When i brought my parents last year to US there was no need for original BC at Bombay consulate.
