debatable....Birth Cert will definitely work if its a copy of the ORIGINAL BC (the one issued at the time you were born). If BC is issued now with the date of issuance(and in some cases registration) as current...you never know. If I was in your shoes I would either submit one of the following:
1) Copy of ORIGINAL BC (as described above)
2) copy of BC with issue date as current (ie the one from Indian Embassy I assume will have current issue date) alongwith 2 affidavits OR
3) copy of Non-availability certificate (notarized) from your respective government entity (ie muncipality for the area of your birth) alongwith 2 affidavits
For #2 note that the BC with current issue date may be from Indian embassy or from your muncipality (I hate that word......dunno why!)

..not a legal opinion...but a fairly well researched one! Consult your lawyer...if he/she wants less than what mentioned above, insist that you want to submit atleast one of the above three...if he/she wants more than what stated above....believe him/her!!!!!
