Birth Certificate Issue-- Anyone?

My issue is very complicated so please reply only if you have any knowledge:

One of my friend needs to provide his birth certificate for his permanent visa. He has Indian passport with place of birth mentioned as Mumbai, India. Now the issue is that he was in fact born in Bhutan ,with birth certificate issued from Indian Militraly hospital in "Bhutan".
Soon after his birth, his parents moved back to India and he has lived his life in India since then till he came to the US.
Now, any ideas on how to resolve this descrepancy?

If he decides to use Birth Place as Bhutan
then first he has to correct passport and proceed from there

Easyway will be forget all together about Bhutan. His offical birth place is Mumbai as per passport. Get two affidavites from (other than parent) about his birth place Mumbai (Try to prove that he was born at home) and get copy of "Birth Certificate Not Found" from respective Muncipal or Miliatry Birth Registar. Above 3 documents will be sufficient for him to file 485.

As your friend intends to apply for Green Card, getting the passport corrected to show Bhutan, which is a fact, would be worth the effort. It certainly won't be easy but he should give it a shot. Ask him to read this:

If I were him, I would really give it a try.

Besides, if he can show he was born in Bhutan, perhaps the PD retrogression won't affect him as much????

I would strongly suggest to do as Sudh is saying ... Try to keep his file as simple as possible .....
