Birth Certificate And Affidavit

Gurus,

My sis is rushing to apply for I-485 she already has her birth certificate, does she need an Affidavit? She got her birth certificate from muncipal corporation.

Some body told her if she is born before 80, she should get an affidavit from my mom even after having the birth certificate.

Is this true?
