I am putting together the papers to apply for my FIL's green card and he does not have a birth certificate. He is 74 years old and was born in India before it was common for births to be registered. I know I need to get a Non-availability certificate from the municipality where he was born, but do I also need the two affidavits of people with knowledge of his birth? He is 74, both his parents are deceased and he is the oldest sibling, so no older brothers or sisters. He is basically the oldest member of the close family still living, so I am not sure what to do about providing these affidavits.
