birth affadevits in US?

A friend\'s parents are in US. He need to submit birth affadevits to INS.
Can his parents issue birth affadevits in US for him? Anyone had this experience?Thanks.

Yes they can..

My friend got it. He went to notary with his parents and got the affidavits signed by his parents in front of notary.

Here is what I did per instructions from my attorney.

Type the affidivit on plain paper and have it notarized.
