Biometrics Notice for my Wife only ?

Only My wife got Biometrics notice, Our case recently moved from VSC -> TSC.We did get finger printed in 2005 and our EB3 (PD 11/1999) has been pending because of the Background/namecheck.

Question : What is that notice supposed to mean ?
 
Seems like most of the people already got it, I wish some body can answer who has some in-sight why some people didn't get 2nd FP.
