Biometrics done Apr2003 no GC card yet 2007

My minor son had his biometrics done in Jamaica, New York on Apr. 2003
They stamped it already. It has been more than 3 years no result yet.
Today as of Feb 2007 no GC yet.

Are there some issues with this processing? Do they need my son for interview? or just mail the GC to our address?

any one has the same issue?
