Biometrics code 1&2, please discuss

I recently got Code 2 notice, and my code 1 will be expired in this September, which done last June. So I am just wondering is ther any reason why CIS send these Code 1 and Code 2 seperately? Why not just send us Code 3 to save time for us and CIS offices?
