Biometric Code 3 - No Photo ?

I received notice for Biometric - Code 3 and appered at local office. They took only the finger printing of all fingers. The officer tried to take photo, had some problem, checked with the other regarding the photo and got back saying photo is not needed. Is that ok?

What all were done for you for Biometric - Code 3?

Why Photo?

I recently given my FP, they did not take any photo, but just finger prints. So i don't think Photo is necessary for code 3. Thanks
