Bill C-11retroactiv or not some info

The current estimate for implementation of C11 is June 28th 2002. Canada\'s
laws presently state that such implementation would not be retroactive, but it
is known that the Minister of Immigration is seeking to have such retroactivity
available upon implementation.

No pass mark has yet been set for the proposed Regulations, nor have formal
Regulations been published.
The bad news is that CIC
wants to evaluate all still pending (not approved in principle yet) cases at that
time under new rules.

The new selection factors are (so far) - age (max 10 points), education (max 25
points), language (max 20 points), experience (max 25 points), validated arranged
employment (10 points) and adaptability (max 10 points). Passing mark has not yet
been set. As you can see the more weight has been put to education, language and
experience, no more points for occupation.

does it mean that if any one applies now he will not be assessed at all till june 28th 2002 ? and once the c11 is approved then they will process all the applications and backlogs ?
 
I believe that they will use the new regulations to reject most of the pending

cases in visa offices overseas. calculate for your self ( for a pass mark of 80 ) even a person with a masters from MIT and 5 yrs exp in the US with no french and being single with no relatives or education in canada , will be rejected. check misc.immigration.canada for

Spoke with Canadian Immigration Officer

I called them up in Buffalo, NY. They said they will continue to process all cases under old regulations till June\'02
