How did you enter the US? Did you have a visa? Which visa did you have then and which visa do you have now?

What were the pictures requested for? Do you have a pending application at the consulate, or at a service center? KCC typically handles consular issues.

Where did you send them? What are you expecting to receive?

Which visa do you have? What does it say in your passport where they stamped it?

Call the KCC again, and verify that they have your correct mailing address, if not have them correct it and ask to resend the card.

Go to the district office to get some info. Go here to file an InfoPass appointment:
http://infopass.uscis.gov/

At the same time you can file a G-731 to find out what happened to your card:
http://www.uscis.gov/graphics/formsfee/forms/g-731.htm

Then file an I-90 to get a replacement. You'll need the reason for why its missing that you get from the reply to the G-731. If the card was lost due to misinformation that was provided by you, you will need to pay the $180 fee for a new card. If the card was lost because of an error by KCC, then they will waive the fee.

One of these paths should get you the card, but if you've tried them all and still no card, you can resort to contacting your congressman:

It depends on which visa you have, and specifically what the stamp in the passport says. There are many types of visas, and depending on which one you have, this will determine if you can extend it, or if you will lose it.
