Hi, If I see at INS site "It is taking between 365 and 540 days to ...." this means that it cannot go beyond 540 days? or this is only rafly estimation?

You are lucky if you get it within 540 days.

In most cases they will respond before 540 days and send you and RFE so they can buy another less than 540days(after RFE as per BCIS the time will be less than the maximum time..) BCIS knows how to escape from its time restrictions.
