Better to apply in India or in US?

I am getting a visa and going to India. I will be coming to US every 6-8 weeks for a week or two. Would it be better to apply here and get OCI stamp here in US the next time I come, or would it be better to just apply in India?

I would not have a US address, Can I just send them a self addressed envelope with new US address to return OCIed passport back to me? or it has to be the original address I used?

Also how long would they hold it in US consulate before I can get a stamp, suppose I don't get to come to US for a month after they have received my OCI approval?

Since you are going to be spending more time in India, my advice would be apply for OCI in India.
