Best way to get a GC for sibling

I recently became a US citizen and would like to know what the best way to get a GC for my 19 year old sister might be. I understand that there are basically 2 options

1. File for my sister as a sibling of a US citizen. This is FB-4 category and has a decade and a half wait time. Not a good option...

2. File for a GC for my parents. There is no real wait for this as it doesn't fall under a cap. Once my parents get their GC, we could then file for my sister as a dependent child of my parents. It looks like this is the better of the two options.
=====Question 1: Can my sister get a GC at the same time my parents do as she is a dependent minor? I suspect the answer is no.
=====Question 2: How long must my parents remain in the US before she gets her GC? Must they stay continuously or as long as they maintain their GC status is that OK?
=====Question 3: What if my sister is more than 21 by the time she gets her GC? Or is it simply the case that she be under 21 at the time that an I-130 is filed on her behalf?
=====Question 4: Any other options i can try?
