My citizenship is still being processed. I plan to get married next year to a person in India. What is the best legal way I can
bring her here before I get my citizenship and can apply for a K1/K3 etc ?

How about a visitors visa ? Can I get married to a person here on a visitors visa ? How can she get a multiple entry visitor visa

JoeF is right. This is especially true of young asian women applying for a visit visa to US. Chances are slim to none. The consular officers know for a fact that those women can find a partner to marry them in the US in a heat beat. The best way to do it is to wait till you get ur citizenship. Then either bring her here on a k-1 visa and marry here. Or get married in India and apply for a K-3 visa for her there or just wait for 6-9 mos and get the actual PR visa itself. There is a 3rd more risky option. Get her to come to the US on a student visa to a college here in the US. But it has significant risk attached to it. She will have to live elsewhere, you cannot be her financial backer officially etc.. She will have to maintain her status at all times. But then again u run into problems with intent again. If the BCIS finds out that her intent was to get married when she tried to apply for F-1 visa, that will open up a whole new can of worms.
