best time for filing for AOS

I won the DV2006 recently with the number AS3XXX. I'm going to apply for Adjustment of Status. I know that my file will not be proccessed until my number is current. Based on the data from previous years, it would be Oct or Nov 2006. My file will be ready to be sent in about two weeks. My question is" What will happen if I submit it at that time (early june)?" Or "Should I wait until say a couple of weeks before the possible date for my number?"

I have heard that in the past they used to reject early fillings. Is it true?

But the problem is if I wait until Oct to see if my number has become current and then send the file they would probabley not be able to open, check and proccess it before the end of OCt; and in Nov more numbers will become current and my chance will reduce. So hoe can I take advantage of my ALMOST low number!
In one of the links that you gave me , something is mentioned about "they are supposed to accept lottery based I-485 three months in advance". Do you know if it is a rule or Memo or something?
