What you need to know is that the less busy state is less busy for a reason. May be because people know that the state does not approve cases and so people don't wanna risk. The busiest state means everyone/majority sends their applications there, again, probably because there's a higher chance of approval. So,take a well calculated risk. You don't wanna send to a less busy state and get a denial in two weeks. Better send to Vermont, one of the busiest and get an approval in a year or even less.
