Before H1, got an work issues

I missed the H1 quota last year, and plan to apply for new H1 in June. Before October 1, I need to work. Here is the problem:

I am currently a master f1 student. I applied for economic hardship but receive a request for evidence after 80 days and asking me the same thing I have submitted. Does it mean the chance of the approval will be very low?

If so, can I resubmit the application but change to OPT with that economic hardship RFE notice? Will it be processed faster?(I have completed my undergraduate, use up my 1st OPT, then go to graduate school immediately. So, I should qualify for the second OPT. My school doesn't provide CPT)

Thank you for your attention, anyone have this experience before?
 
We received I-797 (Notice of Action) with the following comment
“Application is being returned as incorrect fee is enclosed.

Please resubmit the application with correct fee.” We already resubmitted yesterday VSC should receive it today. Original submission date is before the cap reached. We submitted application on 6/13/06 via over night mail and application was received by Vermont Service Center on 6/15/06. Please let me know what is the possibility of processing it under FY2007 CAP.
