Been arrested, cited, charged, indicted, convicted, fined or imprisoned for breaking

Looks like it is a document for USCIS officers to be consistant - could be training manual too.

The N-400 form I filed does not have the wording " excluding traffic regulations? " , I believe the reference you are referring to is the old version , correct me if I am wrong.

this is a manual for io's which they go through while training and for reference which was good through march of 06.
this is not an application. The contents state it is a manual(reference book).

Probably that is the reason why majority of the IOs trash all the traffic related stuff and care about only DUIs and arrests although the (new version) text in N400 specifically does not exclude the traffic citations.
