BCIS VISIT System

Does the VISIT system mentioned in the article apply to green card holders and US citizens?

It only mention tourists and business travellers?

Anybody who want to shed some light?

So, with that it means that at the POE, the VISIT system will be installed at the "visitor (nonimmigrant)" lanes, but not the US citizen and PR lanes.

But then how about land crossings POE? There is a mix of US citizens/PR and nonimmigrants? This will probably cause some delays.
