February 10, 2003 – On February 6, 2003, the White House announced the nomination of Eduardo Aguirre Jr. to head the Department of Homeland Security (DHS) Bureau of Citizenship and Immigration Services. The new bureau is one of two in the Homeland Security Department that essentially splits the functions performed by Immigration and Naturalization Service (INS) between a bureau which provides immigration services and a bureau to enforce immigration laws. Mr. Aguirre will direct the bureau responsible for providing services to immigrants such as applications for citizenship, work permits and international adoptions. Mr. Aguirre has served as a top official at the U.S. Export-Import Bank since 2001, and prior to that worked for Bank of America for 24 years.

I am not sure how to take it. As a banker he will be good at cutting costs. Yikes!
But also he will bring in efficiencies on this dead beat system that they call INS. I can only afford to feel optimistic about the future at this time and I guess I should.
