Why don\'t you try going to the Baltimore INS direclt. I think that would improve your chances. Just go and ask them how long will it take.
Most people go in person to find out this. If you have not done this, just try.

I did not go for a interview yet, but it is almost three months after transfer ( Feb 15th ) no info from Baltimore INS.

I am asking for my knowledge, if you are waiting for an interview and your dependent(son/daughter) gets older than 21 years , will INS local office stamp his passport. PLS. REMEMBER THEY (SON/DAUGHTER) HAVE BEEN APPROVED WITH YOU AS DEPENDENTS AT I 140 LEVEL.

You should, immediately, bring this matter to INS\'s attention, if possible, through your Senator\'s office. In addition to the legal complications, it will also expedite the case. You should take it seriously before he/she reaches 21.
