Bad news from INS officer

Called INS to check on my case status. It took me about 15 min to get through, but when I finally talked to INS officer, he was less than helpful. He kept repeating your case is pending, but when I pushed him, he said that they currently processing August 1998 applications and that quote for this year filled, and I am not likely to receive approval until next fiscal year. I don't know if he knew what he was talking about, we know that August 1998 deadline is wrong, but I tend to believe that INS done with this year approvals.
What do you think, guys?

I am pretty sure guy was wrong about August 1998 deadline, and I know some people with Oct-Dec 1998 notice date, who got their approval. But I am not sure if they always sent approval it in strict calendar order. Lets say their send FP notices to everybody and then sent approvals in order how they were confirmed by FBI. I do think that this INS guy was right about 10,000 cap for this year reached already...

I got my approval 2 months ago and I applied in october 98. I think it varies from one case to another. I feel lucky I got my approvals. i know thatthere are some people who got a letter asking for further evidences. I do not know that the heck this means.
