Backlog Reduction

Can someone please explain to me how approving I 140 and 485 ( filed concurrently and 140 still pending) will reduce the backlogs ?

Each month n Number (40,000 ?) new applications are filed. If they take the above approach we will never see our approvals in this lifetime or will we ?

Basically we call it "Forwardlog Reduction" when they approve any case like this!

 I don't understand what USCIS whats from us, so that they could complete the GC process in promised time frame.

Basically it reduces backlogs for future concurrent filers, i.e for the people who have not filed

It reduces new filing of EAD & AP....

Another reason could be (besides reducing EAD and AP work (partially offset by H1B renewal though)) that they get to work on the applicants' file at one time rather than twice (140 first and then 485).
So theoretically they should save some time in the file movement, case study etc.
Though I think USCIS has a knack of making good sounding ideas fail. Look at E-filing EAD. You would think it should be faster but in reality seems to be slower. And now the AP mess they seem to have with online filing..

But I thought the backlog was due to the new Security checks , which takes months to complete(because BCIS do not have enough resources and several other Federal agencies are involved), wondering how they will be able to circumvent that for concurrent filers ?

And if the security checks can be completed within 90 days(as per the new pilot project) for newly filed concurrent applicants, why cannot it be done for old backlogged applicants ?
