Background / Security Clearance - while in US

I see lot of people getting stuck at the consulates and wait for several weeks/months so that the consulate can do a security clearance for them. One of my firends is in India and waiting for this and its been almost 6 MONTHS now.

My question is can this clearance be obtained while we are in US and have it done before we leave for our home countries to get the visa stamped. Has anyone done any research on this.

nope checked it with the consulate...already had one they did not accept
