background declaration form

I tried to dowload the background declaration form from the website

http://www.cic.gc.ca/english/applications/skilled.html

but,I'm not able to open it.I just want to make sure if that link works or will that form be sent to me later after the application submission.Should that form be sent during the first step of application submission or later?

Do we have to submit in the begining or later.If later when ?

Is Finger print card in UPS store is valid?

How long does it take to get police certificate issued?
