Background Checks!

Comrades,

I have some questions hopefully the experienced might know the answer to.
I have recently acquired my H1B status, (converted from F1, MS in CS), and now I plan to visit India next year January 2004 for my bro’s wedding. If I leave the country (US), then I would need a new H1 visa stamped on my passport to return. And now, since I was born in Kuwait (sic!), the immigration personnel are asking me to undergo a background check (new rule supposedly), which they say might take 3-4 months (up to 7 in a case) to complete. How the h*** am I supposed to stay outside this country for that long?? My company won’t allow that by any means. Now I ask all you people who were/are in a similar situation:

Is there *any* provision by which we can acquire the visa stamp here itself? Or do I necessarily *have* to leave the country for the same? (Does one need to go their home country?)

Has anyone undergone these background checks in the past year or so and what could be the appx. time frame in a city like Bombay (or similar)?

I request anyone (anyone anyone), if they have any information regarding this issue, please do write your suggestions.

(FYI, I have never been a Kuwaiti citizen, and from ever since I was born, I held Indian citizenship and passport. Some rules are simple ridiculous!)
