Background checks by USCIS

Dear fellows,

I have a question again (it seems that all I have so far is questions :)).
I know that there are basically 3 steps in background checks for each N-400 applicant (according to one of the posts by Publicus (thank you, Publicus),
1. Fingerprint checks (done within 24 hrs, there is the phone number to call to check the status of fingerprint check, it is 304-625-3878). Fingerprints are valid for 18 mnths, then they need to be re-taken. Does anyone know if FP need to be up-to-date on the date of the decision making on the application or all the way till the date of the Oath ceremony?
2. FBI name check. This step could take days or years, depending on whoever knows what. Is there any case when an FBI name check needs to be redone? If the result is "INDICES POPULAR" or if you are unlucky to have your name matching some other guy's name who has a file within FBI, what happens? Does USCIS send it back to FBI for further processing? Does FBI check have an expiration date?
3. IBIS background check that is done by USCIS personnel, i.e. done within the office and can not be referred as "a background check outside USCIS office". Does this check ever expire, if it does, how long is it valid? My recollection is that it is valid for 35 days. Am I right? My understanding is that this is the last step in the background checking, done just prior to making a decision, it is correct?

Is there anything else that I am missing?
Are there any new checks that USCIS implemented recently?
Somebody mentioned that USCIS send requests to an applicant's native consulate/embassy. Is it true? Does anyone else have this knowledge?
At what point of the naturalization process is it done?
How did you find out that USCIS does submit this type of requests?
When USCIS mentions “background checks pending outside of out office” do they mean JUST FBI name check?
