background check vs NC

Hi,

I got a response from service request saying: "your case is not yet ready for decision, as the required investigation into your background remains open."

And I just called TSC IO, she said my name check is clear, but background check is different thing from the name check. With March's Memo they can speed up for name check pending case, but they can not speed up the background check case.

I think usually Name check will take time, but not background check. Has anyone stuck in the background check instead of name check like me?

USCIS depends on third party services for Background Investigation results.
Usually these checks do not take longer but it depends on the case again.
Background check means they may enquire about you in your home country or here in US. That may take some time depends on what they are looking.
Is your case in TSC service center or transfered to a local office?
This is only my knowledge about Background check after reading somany old threads here since last year.

My case was transfered from Vermont to TSC, not sure now if it is to a local office or not.
I asked Texas IO if IBIS is the background check, she answered yes.
I saw some old threads saying IBIS has 180-day expiry period, does that mean every six month, they made a new IBIS check?
I wonder if I should get an infopass on this or not.
 
I guess mostly they will initiate this check when your case is assigned to the officer for adjudication or ready for the approval.

I just came back from infopass. Here are what I got for my case:
1) The day after they responsed to my Service Request, they transferred my case to some "processing queue" as IO said, "it seemed that your service request does work, because they moved your case and are working on it…"
2) My name check is clear, but a couple of background checks were issued back in 2005, and one of them is not clear yet.

My question is:
What is the "processing queue"? Does that mean my case has been transferred to a local officer? Does that mean it is ready for a decision?
I bet that unclear background check had been lost somewhere, if it never gets the reponse, then my case never get approved?
I am going to get infopass more often.
