I have a strange situation, I have received yellow letter on 04/25/09 and was placed in Q for interview on 04/29/2009. Yesterday, I got a letter dated 04/30/2009 from California Service Center stating that they can't move forward with my case because background check is still pending since 02/28/2008. I have called level II officers they said, its strange because your case is a National Benefit Center and you have been placed in Q for Interview at San Jose DO. Can someone explain me what is going on. Is this is normal???
***My understanding is that they don't schedule for interview unless background check is finished.
