B2 Visa rejection for In Laws (wife didn't sign invitation letter)

Hi friends,
My in laws went to chennai consulate for a tourist visa appointment. They looked at all the possible documents & finally rejected their application saying that their daughter (my wife who is on H4) didn't sign the invitation letter sent by me. I had sent them an invitation asking them to come here & stay with me & my wife. I clearly mentioned my wife's name & her relation to me & them in the letter. It seems strange that they expect my dependant wife to actually invite them.
Also, I sent all the possible docs, had good bank balance from over a year, never had any immigration problems.
Did this happen to anyone? If so, can you please help me out of this.
I don't know how to re apply again. Would saying that they got an invitation from their daughter too help?
Any help/suggestion/comments are appreciated.

Also, I had another question. When can they re apply? I want them to be here by Feb2007 'coz we are expecting a baby in feb. But, the consulate guys don't know about this.
