B2 visa rejected

My husband have a H1 visa n we wanted to call his parents ,but their visa got rejected twice in mumbai , also my mom tried n her visa also got rejected once in mumbai.Can i tell my mom to apply second time from some other place ????? n if not ,what should i do???? (as i m pregnant n the baby is due in may) ,so please ne1 can help me?????????
