B2 visa for a minor child

I want to invite my 8yr old niece to the US during her vacation. Her parents will not be traveling with her so only she will apply for a B2 visa.

Does anyone know if a minor child is allowed to apply for a visa by herself? If yes, any special processing steps involved to get the visa?

Why don't her parents just apply for the visa for/with her? hmmm....
