B2 Extn: I-539 Questions/Clarifications

Perhaps these questions would have been answered in bits'n' pieces in the forum and some may be already answered in the I-539 instructions, I wanted to quickly write down the ones that I have while filling up I-539 for my mother's extension for another 6 months. Would appriciate your help. I am about to file for extension in mid-october 2003

1/ I-539 instructions (first page) says it is ok to send a copy of I-94, but for B1 or B2, send the original. If I send the original I-94, I should keep the copy, so that if the extension does not come in time and my mother needs to depart, I would staple the I-94 photocopy in the passport for the airline to collect.
Is this ok ?

2/ In column 3g of the form, the question is

"Have you been employed in US....". For mother, the answer is no, and then provide Additional info in Part 4 relating to "how you are supporting yourself..."

Does the affidavit of support and the bank statement be prepared afresh, and enclosed ? (One set of affidavit of support and bank statement was prepared when I sent the papers to home country for VISA of my mother..so this needs to be done again ?)
If not, what to write in this Part 4 additional info ?

3/ In order to support the application, should the return ticket info be submitted as well ? My mother has a 4 months ticket, and if I want to extend it till an year, the money required by the airline is the same as that of a full new four month ticket..so I'd rather buy a new one-way ticket (and be more flexible in finding another airline). Is it advisable to buy it before submitting the I-539, so that I can supply the proof of the return ticket ?

Not sure whether I can buy a one-way ticket 8 months in advance..

4/ Where should the I-539 be mailed ? To the service centre ?(e.g., if I amd mother stay in NJ, mail it to Vermont service centre)

5/ Is it ok to do fee Payment by "personal check" ? (so as to track the check-cashing meaning the application is being processed)

6/ Instructions also say that for B2 "you must submit a written statement explaining in detail that why your stay would be temporary". The I-539 does not have a specific column for writing this - So, should I prepare a letter stating these, and get it signed from my mother ?

->In our case, we sent the original I94 and kept copies, but a copy of the I94 is acceptable.

-> Submitting copy of confirmed airticket is essential, else you can definitely expect an RFE. Purchase a full-fare/fully-refundable ticket, get the extension approval, cancel and rebook a cheaper ticket later.

->I enclosed a letter stating the reasons on behalf of my mother, so you may sign it yourself.

I am about to apply for my mother's B2 extension, and had following questions regarding the fee.

1/ The Form I-539 says that fee is $120, but the Website says $140. Is $140 the correct fee ?

2/ Whom should the check be made payable to? The Form I-539 instuctions say that it should be payable to "Immigration and Naturalization services". But as this form is old and INS does not exist anymore, whom should the check be made payable to ?

I see the mailing is to be addressed to "U.S. Department of Homeland Security". Is this the correct name to make the check payable ?

The forms are old and not frequently updated. Check the website for correct fees, addressee's name and mailing address.
