B1 TO H1B Coversion ISSUE

Dear gurus,
VERY URGENT QUESTIONS. If any of you answer the questions it would very helpful. My brother has got his MS in civil engg from canada. He just came here in th US with B1 visa with I-94 up to Sept. 07,2004. He is looking for jobs now. He has a chance to get a job here in USA. But he needs H1b from Oct. 01, 2004. My questions are as follows:
1. Is it possible to convert B1 to H1b ?
2. If possible, then does he need go back to canada or home country to get H1b visa? because his I-94 expires ( B1) on sept.7,2004?
3. What is the best way to resolve the problem?

i will be grateful if someone answer my question.

It is very difficult before Sept. He has to get job with universities or so called cap exempt entities. Then only he will be able to get H1 approval before Sept. 04.

Even if he gets the H1, It is better to go out of the country and come with new stamping. US consulates abroad do not like the people coming here on B1 and the changing to different visa types.
