B1 TO F1 status

Hi everyone,
   i am new to the post, here is my situation, My sister and her daughter had come on a B1 status ( she has 10 year multiple entry) three days after the Sep 11 attacks, she decided to go school here, we heard that they had freezed all student visa from abroad and and so we applied a change of status, to F1 with a I-120 issued by Californian University. it has been 3 and half months, have not heard
anything yet.
My questions are

Do anyone had any similar experience ?
What are her chances of getting the visa ( By the way my husband has provided the financial support documents and both him and I are US citizens)
Is true she can not go out of the country if her visa gets approved
I mean she can not go to Mexico or canada for a visa stamp ( after the 9/11 thing)
If she is denied can she reapply ?

    I have a similar situation. It is not B-1 but B-2 but we are in the same situation. So, I\'ve been accepted in a University and I filed documents to change my non-immigrant status from B-2 to F-1. But I filed with Nebraska Service Center. So, they gave me a receipt that will take between 60-125 days to solve my case. But after 30 days I received a Request for Evidence already because I forgot to include a small letter. So that means that if I would have sent this letter on time, my case would have been approved in 30 days. Well, I am going to send this letter and hopefully in few weeks I will have the final answer. Important is to send ALL the documents they need and if you do very accurate you have the chance to get a faster answer.
  Now, did you call California Service Center? You know that you can check on her status listening to the answer voice mail or talking with an officer. All you need is her case number. May be they sent her a notice already about her case (Request for more evidence or approval), but she didn\'t get it yet. Do not wait any more: Call as soon as possible and find out about this case. If you need help in this matter please do not hesitate to contact me as soon as possible and I will help you.
   She has a big chance to get F-1 if has everything settled up well. After she gets a new I-94, can still go in Canada or Mexico, but if they deny her then she me be not allowed to reenter in U.S. and will have to go home form Canada or Mexico to apply for F-1 stamp in her passport.
