B1/B2 VISA CONVERSION to F1 CHANCES

:) I want to apply to US embassy for F-1 Visa, for my phd programme. I will show maximum funding in liquid and fixed assests as wellas most probably get some funds for my education from the university. My present situation is as under:-
1. I already hold a B1/B2 Visa for duration of 10 years and travelled twice to US in order to visit my daughter(on F 2 Visa 5 years ) and wife (on F1 Visa 5 years ).
2. My wife is also enrolled in a PHD pgme with funding from university.
I wanted clarifications on following matters :
1. Should I go for Visa conversion in India, US or visit US on B1 /B2 and for conversion go to Mexico etc.
2. What ARE MY CHANCES OF GETTING F1 VISA SEEING MY FAMILY MEMEBERS LOCATION ALREADY IN USA.

It would be easier to get it from India. Its always easier to qualify for a non-immigrant visa from your home country because you can prove ties to your home country easily.

2. What ARE MY CHANCES OF GETTING F1 VISA SEEING MY FAMILY MEMEBERS LOCATION ALREADY IN USA.

You will get it if you can prove that u are a genuine student. Your family members are also on non-immigrant visas so its not a problem. Its a problem if one of them is a immigrant and its even worse if an immigrant is sponsoring you.
