B1 B2 to F1 Status change for Doctor

My relative (Doctor) is visiting USA on a B1/B2 Visitor visa(3 months visa ending March 27 2007). She has got the visitor visa for the purpose of USMLE step 2 exam.

Now she is applying to take some course at Kaplan. The idea is to get a I-20 from KAPLAN and apply for a status change (I -539)from B to F1, while in USA .

Is this a good idea? What is the approval rate or rejection rate in this kind of status change.

You should advice your relative to take her exam and go back to her home country, as this is what she said she was going to do to the VO. If she is planning to study, ask her to get a F1 visa from the consulate in her home country. There is a very seldom chance of approving the COS from B-1 to F-1. See the FAQ thread on this.
