B1/B2 prior to F1

Hi all,

I had submitted my B1/B2 visa application through dropbox. I had mentioned the purpose of travel as :

1) Visiting brother in US
2) Visiting universities for higher education prospects.

I received back my passport after 3 weeks as it is (without visa and without any other acknowledgement), with an attached letter stating that they can not issue the visa because I'm not eligible for dropbox and that I require a personal interview, although I had a valid B1/B2 multiple entry visa valid until 10 May 2003, and I had travelled to the US once in 1998 (which is one of the eligibility criteria for dropbox).

Now, I will be applying for a student visa next month. I wanted to know how all this will affect my F1 visa application.
