b-visas

Hello...
I have 2 questions about b1/2 visas.
Does anyboy here know if i can apply for such a visa if I am not in my home country. I am austrian and would like to apply for my visa outside the E.U.

And is a B visa OK for a course i wanna visit in the U.S for 4 to 5 month.
I heared for those courses i dont need to apply for a student viasa...

You will need a students visa ( F1 ) to go to school in the US .
You will need to do the following
1. Apply for the school , submit financial documents
2. If accepted , they will send you a I-20 document
3. Use the I-20 for the basis of a students visa
