B Visa Rejection

Guys,

My mom's visa got rejected twice. Is it possible to apply for visitor visa in person after it got rejected twice.

I didn't see in Chennai Counsulate web site that one can't appear in person after the visa got rejected twice.

My sis-inlaw visa got rejected

She had an interview yesterday. Her visa got rejected saying some stupid reason.... of thier income... they were asking for something like 2Lakhs or so..... I don;t know what that means....

Can she re-apply?????
