Your friend can get a visit visa from US COnsulate in Mexico provided she is 21 years of age and can demonstrate sufficient ties back to her country. She can come for a short trip but may not be issued a visa for more than a couple of weeks.
Plan her trip during a long weekend and she can produce a tour itinerary to the consulate.
