B-1 to H-1 using 20k quota

Hi,

i was wondering if i would be able to convert my B-1 to H-1 using 20k Masters quota. well first i came to u.s. on F-1 in 2000 and went back to India in 2003 without applying for graduation. Now i came back on B-1 and applied for graduation in Dec 2005. so would i be eligible..

pls guide me,, urgent
