Recently I came across a message that some Indian consulates are taking 5-6 weeks extra to process certain B-1 and F-1 visas. The consulates say they are keeping them for administrative processing. I even found the news that
the consulates have posted such notice on their website:

I was wondering what do the consulates do in administrative processing?
Do they forward the case to DOS and then DOS carries out certain
investigations? This is happening only for software and hitech-sector
employeer.
Does anyone know any details. This really sounds interesting to me.
