If I receive a second letter with date interview does it mean that my embassy have available visa for sure, or they can tell me on the interview,, sorry all visa for green card is issued,,

I believe that towards the end of when the visas have almost all been issued, you do run a risk of them running out of visas.

Otherwise, they would only be issuing 1 interview at a time...
