Availabilty Status of E2/E3

I was analyzing the Visa Bulletin of Last Fiscal Year. I was not able to figure out the reason why EB2 Visa numbers became unavailable in August for EB2 India. But it never became unavailable for EB3 till September Bulletin. Ideally it should have become unavailable at some point of time.

Any Opinion?

Very simple...do the math. In may 2006, they moved the EB2 cutoff dates forward by 6 months (stupid move). As a result, tons of labors which had gotten approved from backlog centers applied for 485. And obviously this took away the complete quota. If the move in may 2006 had been by a few months (not six), EB2 wud have not been Unavailable...just retrogressed.
 
A correction. Applying for 485 does not mean that a Visa number gets taken away from year's country quota. The visa numbers are taken away only on approval of 485. The received date of 485 along with priority date and the fact that 485 is approvable at that point all play their part to knock of visa numbers.

The moving forward of EB-2 dates must have made some of earlier filed 485 approvable and visa numbers knocked off. EB-3 was anyway languishing in ancient time so none would have been pending and henceforth no visas used up.
