One thing is sure: all DOs have sped up a LOT in the last 2-3 months. Most people who applied till about May 2008 seem to have got their ILs. New applicants are having a real good time. Virtually everyone gets an FP notice in about 2 weeks from their PD. I think this recent pick-up by USCIS has taken the wind out of any efforts to make processing speed an issue. I am sure there are many people who applied earlier that are still awaiting ILs. But things are definitely on a roll.
Even Philly, Wash DC and LA DOs seem to be humming with activity! How's that for a change!! The officially listed processing times are ultra-conservative and only serve the purpose of lowering everyone's expectations.
Not completely useless, if your case falls outside of the processing times you can bug them about it and they will actually do something. That's what happened with my child N-600 application. Miraculously the processing times for San Jose advanced a lot and I was able to call the customer service and have the case escalated/transfered and they sent me the certificate within a week or so. It seems it was printed on April but was collecting dust somewhere.
