Normally when you file your I-140, you have to chose 1 option (either CP or AOS) when you fill out paperwork.
for CP option in I-140: .... wait for your I-140 approval, paperwork to be sent to the designated consulate, priority number current (visa number to be available), go for interview at the consulate and get approved.
for AOS option in I-140 (whether you filed I-485 or not) .. once your I-140 is approved, send email to your consulate for doing AC 140, the consulate may (or may not) accept the AC 140, attorney certifies that approved I-140 is real, you get interview letter from consulate (if your priority is current and visa number is available), go to consulate for interview and get approved.
with retrogression issues for some countries, it is anybody's guess which option iis better.
