Attestation of NORI - Currently living in New Zealand

Hi, I am trying to apply for my J1 waiver and I currently live in New Zealand. I am required to get the NORI forms attested by the Consulate General of India but when I asked the Embassy here they said that they do not provide such a service. Could anyone let me know what my options are?
